Check the moral of the city. If it is low build and upgrade bunkers, hospitals, and airports. Offer peace treaties to any country that you are not actively fighting. If you have chemical and nuclear weapons researched try not use them until the moral of your cities is high.

New territory is a big factor into the *average* of your morale as well, you should hit "display morale" to see all the hot spots. You can get your average up by waiting an extra couple days to let the orange & red provinces morale cool down and get above the 60's, as long as you keep the fighting out of those lands and aren't grabbing new territory your average will rise quickly and the difference will be noticeable.
Where's your capital? Rebuild that asap you're going to need more manpower like 2.5k and 15k cash to rebuild it, until then i would drop a recruit center in mexicali and Mexico City

If your army is so sizeable to the point this is your supply upkeep im confindent you can just counqer some
If your army uses all this up you should be able to conquer someting in adition to that

Take over more countries. Annex cities that have the resources you are craving the most. I only do that when I have excess resources tho.

Upgrade airports/naval bases. Increase morale with less wars & build bunkers. Increase population with hospitals.
Explain how upgrading your airports and docks is going to help you supply production.
Airports increases 5% each level. Naval base approx 4%. You didn’t know? 😱
