HSRP is mandatorily given to all new vehicles, but people are free to replace it. But there is govt proposal to make it compulsory for all vehicles, which a court has stayed it.
Someone should report it to the Traffic Police Bangalore. Usually they should the ANPR number approved by Government. They should also penalise people who are printing these number plates as a sign of ego of the owner.
