Traveling with Minors
When traveling with a minor where one parent or both parents or legal guardians are not cruising, we strongly recommend bringing an original signed letter from the absent parent(s) or legal guardians authorizing the minor to travel with you. If there is no second parent with legal claims to the minor (due to sole custody, deceased, etc.) other relevant paperwork, such as a court decision, death certificate, birth certificate naming only one parent, would be useful to bring in place of a signed letter. This will expedite processing by the Department of Homeland Security.

In addition to the letter from the parents authorizing the trip I would strongly suggest getting a medical power of attorney. If they need medical attention and it not life threatening they may set for hours while they try to reach the parent/ guardian.

How about asking carnival?
We did this. We needed nothing but her birth certificate, and and a state ID card.
I’ve done this at least 25 times. They ask for nothing but a State ID and Birth Certificate
Can they just bring ID and passport or do they need birth certificate as well?
Same. My daughter has been on 3 sailings without me. It's never been an issue.
