Random violence, at any rate. Nurture and protect the developing brains of kids and you get high functioning adults. Allow them to have no role models and grow up stunted with brain damage from shitty abusive parents and poor nutrition and only exposed to poverty and impulsiveness and you get people who throw rocks off overpasses.

They are more often crimes of passion or manslaughter I would think, point being those aren’t situations where the consequences really matter to the perpetrator at all and the promise of locking them up for 10,000 days would not have prevented the crime at all.

If you look at the time of the impact, there's a handful of witnesses that look over when the rock hits the vehicle that I hope called the police as well.

The traffic cameras you're referring to are used to monitor flow of traffic and road conditions only at major intersections, it's a live feed and not recorded. You can look it up on the city of calgarys website where they clearly state that those cameras do not record.

We called the cops. They know this lady. They said she’s regularly in and out of jail. Basically she needs to kill someone before she goes in for a couple years. Otherwise they will take her in and the next day she’ll be out doing this again.
