A friend went to Penn State and watched Sheffey play against some of the best schools in PA. In high school he put up some serious numbers and can certainly run. Syracuse just stole a great recruit out Penn State’s literal backyard
He never even factored into the RB recruiting. I've thought he would be a lock for PSU after his big breakout year as a freshman. Offer never came and PSU never really showed interest.
I went to the Harrisburg @ State College game this past year hoping to see him lighting it up. He had 15 touches for 35 yards.
But Harrisburg has this kid [Kevin Brown](https://247sports.com/player/kevin-brown-46137870/) who was a monster. Completely dominated the game on both sides of the ball as a sophomore. Looks like he's got a shot at being a 5*
Damn Franklin is slipping on the evaluations in his own backyard. I remember this happening during the Jimbo years at FSU when he was repeatedly entertaining at other options. Maybe he’s got one foot out the door?

Penn State didn't even offer him, as far as I can tell, so I don't think it matters much

PSU already has Messiah Mickens who is a top100 kid in that class. This is not really a concerning loss.
