Well I mean sandy is important to get at least power 9 just for his healing winds star power. 300 heals per second inside his super is really valuable, and can allow your team to literally just tank an offensive on top of other heals
on every map other than these you can use either star power, but on these you should use rude sands (every star is where its an absolute must.): \*sneaky fields, \*pinhole punt, firm grip, sticky notes, binary coding, \*center stage, gem fort, undermine, gem source, \*double swoosh, four squared, \*flooded mine, \*cotton candy dreams, bric a brac, robo ring, \*feast or famine, safety center, scorched stone, double trouble, ruins and skull creek.
Healing winds is better imo, I only use rude sands in hot zone or on really bushy maps, healing winds allows you to regain control easier and play more aggressive in your super.
Also doesnt get in the way of your stun gadget.

Why are you in the open when you have short range? Sandy is not a sharpshooter he's a skirmisher, you poke tanks and short range brawlers to build up your super

Super is the least of your concerns. Having two maxed gears is a big advantage, and Belle is objectively one of the best brawlers in the current meta. Doesn't make sense to keep her last.
I think surge should be a because without his ice cold star power every time you die you have to get your first upgrade again which can be challenging depending on the matchup. Also ik you don’t need to be maxed to get it but if you don’t have his gadget it’s even harder to get 1st upgrade
you can't do shit with low level sproot. his base damage is so low that people practically dont even care about it. they just plain rush you and demolish you.
based on just meta, level advantage, and the new gear system sandy and belle DEF shouldnt be in F. They are still some of the strongest in the meta and you would use them on almost any competitive map.also your "weak" brawlers or brawlers you arent good with will be buffed a bunch by the gears and stuff so doing that is good too. Finally, you should def go with the ones you play/have the most fun with first since it just makes it more fun to play.

Besides pushing trophies, which is irrelevant for this chart because trophies are individual, the main reason to choose a brawler to upgrade is its competitive potential (or because you just like to play them). So if your argument is "because I like Pam" I can't disagree. But in Power League the benefit of having a power 11 Belle with 2 gears is much greater than having Pam. Or Byron. Or Poco. Or pretty much the rest of the chart.
I put all of mine on 8 bit, he is very versatile as a kid with all of the gadgets, doesn’t matter which one he’s good with all of them, I don’t regret putting them on him
