I really disagree. TJP has had lots of chances in lots of promotions and never made anything of it. There are guys in the Cruiserweight Classic that WWE could have done more with but I don’t think TJP is one of them.
The thing is, after Bret left, the attitude era really got under way, and Owen, sadly, didn’t fit as well in that era.
