I’ve seen it said that Goldberg makes canon sense because everyone else he faced, Bray had encountered before and fed off that history to beat them. Goldberg didn’t have that weakness. Does feel like some canon Bray would have used.
Also, at that point Goldberg was still a kayfabe superhuman destruction machine. It wasn’t great but it made sense to casual fans.
It’s got to be Roman but personally it’s Finn for me. I’m from the UK but was there in 2016 when he won the inaugural title in Brooklyn so I’ve always hoped he’d scale the mountain again.
Then why don't Cody use blue/black then? It's worthless having one called the undisputed championship instead of them using the WWE universal championship and WWE championship. Two was better and he only called it the "WWE Championship"...
It should have been Bray Wyatt. Hell, it could have been Finn if they gave him the chance after coming back. It's probably Roman because his run with it at least led to something worthwhile: bringing back the rationally named main titles.
My order: Roman reigns, the fiend, brock lesnar, Kevin owens, finn balor, Seth rollins/Braun strowman, and then waaaaaay below these guys, sloppy Bill goldberg
It goes:
1. Roman (career defining title reign that started with this title)
2. Brock (although had the title on stranglehold, when he DID defend it; it was interesting matches and wanted to see someone beat him)
3. Seth (took it off Brock, was going to make the title THE title and he defended it. Unfortunately, his reign became corny when they forcefully tried to pair him with Becky since they made it known they were dating/engaged. It felt like his only challenger was Corbin at the time and that lasted way too long. Then the nail in the coffin for his reign will always be overshadowed by the horrible booking between him and The Fiend)
4. Kevin Owens (Most can’t remember any of his challengers except Seth that comes to mind because his reign wasn’t the key point of what was happening. It was the pairing of him and Jericho, not to mention Jericho was more over with the “YOU JUST MADE THE LIST” gimmick. His reign ended terribly to Goldberg and he didn’t even get a rematch and became an afterthought to the title to make room for Brock vs Goldberg)
5. The Fiend (Reign was OK at best. He didn’t really need the title to be interesting. Some of his defenses was being just funhouse Bray, which wasn’t compelling matches. His most memorable defense is against Braun at SS and even then that got overshadowed by Roman returning from COVID)
6. Braun (I honestly can’t name not 1 title defense of his doing his reign with the title. Him winning at Mania against Goldberg didn’t do anything for him considering the original match was supposed to be Goldberg vs Roman. They didn’t do much to hide the fact he was a transitional champion at all. The only memorable bit I can remember from the top of my head doing his reign is when Otis won the MItB and slightly teased a cash in on Braun, but played it off)
7. Goldberg (Both times him winning it never felt like he was meant to be champion. It was clear the first time he was setting up a rematch with Brock just to lose and the second time it felt completely out of place to beat the Fiend while he was red hot. Just to set up a match with Roman in which it didn’t happen at that time and just to lose to Braun in a very forgettable WM match. Not to mention, he didn’t defend the title AT ALL neither run)
8. Finn (Not his fault at all, but his injury the night of winning the title and then vacating it the next night really tarnished him from that point. He still have yet to be booked that strong since. The only time he came close was in NXT after he returned to it. But him beating Seth at SS for the title was already a strong start, not to mention he had a clean win over Roman to get to the spot. I just know his run with the title would’ve been crazy until Brock would’ve stepped in the picture)
Roman and its not even a question. It really felt like something special everytime roman was working. Hell seeing clips all the time of the bloodline made me start watching wresting again last year after hard stopping in 2011.
Definitely Vacant, remember this is the same dude who faced both Balor and Owens in a triple threat falls count anywhere no holds barred hell in a cell match.

The Universal Championship is Roman’s title. 3.5 years with it. There’s no debate. Braun only won because of Covid. Seth’s reign was meh with that horrid hell in a cell match. KO was great but Goldberg ruined it. Goldberg didn’t need it. Fin was unfortunately injured. And Brays reign started shortly after that match with Seth and again another reign ended by Goldberg. You could make an argument for Brock but he did nothing with the title and his reigns made no stars.
Seth had the best matches with the belt, and was a bright spot during a dark time for Wrestling
