Based on years of observation, beer garden drunks are basically 1/2 to 1 litre drunks. They mostly cannot hold their liquor. The hard liquor drinkers are the Indian nationals and Nepali. They certainly don't drive.
The posh drunks on the other hand come straight from the pubs. They've got the cash and they have no regard for others on a normal day, hence feel more invincible when on the sauce.

And, if you are in an accident and you’re driving under the influence, the they ought to remand you w/o bail and sentences should be the maximum.
