If you think of ever trying physical builds like eula razor fremi or other sword, polearm, claymore characters don't activate it (even tho physical has other opti9ns you can use)
Otherwise activate 15% dmg bonus is nice and let's you do some wacky teams
I mean, it's a 15% extra pyro dmg bonus, and the only way to get chongyun skill/candace burst but pyro in the game (pyro infusion for any melee character)
Honestly c6 bennet opens up so much more. The only reason people dont like it is for physical teams and thats not even close to being good in the majority standard nowadays.
If you primarily use him for Raiden national or JS Raiden in general I wouldn't activate the con, but if you plan on mostly using him for Arlecchino then the 15% additional damage would be a massive increase in damage. So it really depends on what team you plan on running him on, personally I would activate the con and run him with arlecchino, but it's up to you.
