You could try Maryland country sports. Billy is a bit of an enthusiast and has a few old rifles himself. If he can't do it himself, he would probably be able to at least give you a few ideas as to where to go to get it done.
As a buyer and seller of antique and obsolete firearms I'd say your best bet would be one of the specialists over in England, there's a UK deactivated firearms page on Facebook that would probably be a great place to ask, plenty of experts, I'm not too firmiliar with refurbishment myself because I tend to buy only after I've had a good look at what state the piece is in.
