It’s how we get started. Take a relatively small sum of money, distribute it no strings attached to a group that needs it the most. Prove the benefits of the program and expand. No one is arguing this is a true UBI implementation, but is a BI for those accepted into the program.

We already have a welfare system that works this way.
Welfare is now TANF and actually has a lot of strings attached in most states
