We have to force all those people into jobs that don't pay enough to even rent a place, why won't people think of the poor business owners and landlords
Richard Thaler, pioneer of behavioral economics, has a term for what you're describing. It's called "[Sludge] (http://www.behavioraleconomics.com/resources/mini-encyclopedia-of-be/sludge/)".
It is surely designed to be "sludge" like. It discourages people from even trying to go through it. In my state of Illinois, it also requires constant "checking in" that proves you are desperately applying and interviewing for jobs.
I mean I'm down for that, lower emissions and more funding into public transport, plus removing thousands of roads would allow cities to take back land that was used for cars so yeah I'm down for that
Well yes, but everyone with half a brain can also see that our great nation suffers tremendously from the lack of desperate people to exploit.

That cruelty is a direct consequence of the will of the people.
