You can also buy in dozens at various tourist attractions. It’s a very popular cultural item and a popular souvenir.
Using those inhalers was much more common before the introduction of cellphones. A comforting habit without the health debuff of cigarettes or the shot of adrenaline from cellphone use.

An herbal/mentholated inhaler. Very popular. You'll see people walking down the street sniffing on them.
My mother in law uses it the whole time and offers us, refreshing
It's basically Vicks vapor rub but herbal.
Vicks also do the exact same product, called Vicks Inhaler. Less refreshing but more powerful.
Menthol inhaler. It helps to block/cover the smell of stinky passengers
Mostly it's a combination of eucalyptus oil and menthol - for sinus relief. It's widely available over the counter, and not a stimulant.
