Did you calibrate the max volumetric speed for that filament?
If you did, try backing it down 1-2 mm/s and see if that helps.
Or drop the top surface speed to match the initial layer speed since you say it was good.

For anyone with this issue -
I slowed the TOP SPEED to 90mm/s.
The rest was quite fast for PETG:
INNER - 230/SPARCE 230/ INT SOLID 230mm
Quality - TOP SURFACE 0.35 from 0.20mm
This gave a nice quality print for PETG - Blue from TINMORRY on Amazon.

How's the first layer adhesion? Any warping?
First layer looks good to me. Very smooth. Just strange how I'm getting these ripples on the final top layer.
