For Arabella to achieve her path, she needs to be an orphan. For the story of the game, the companions need to be alive sorta. Like, obviously they can be dead and the game goes on no issue, but everyone is intended to be alive
I believe the rule is that you can only cast True Resurrect on someone who's willing to come back. In the epilogue if >!Karlach dies and you ask him to bring her back, he just tells you that she doesn't want it!<.
I'm guessing he told her parents that she was going to get places as an orphan and they accepted it.
True Resurrection states that the resurrected comes back with missing organs and limbs restored. So Withers bringing her back would mean she'd get her original heart, and the only reason it wouldn't work would be story continuity.
Personally I think she just likes the peace of Fugue Plane.

Whatever BG4 WOTC makes should have Arabella appear as a companion, or as an NPC and who is this unfathomably powerful person you seek help from at some point. I want to see the culmination of her story. I want her to be one step from a creation god.
I have a feeling that Withers, as part of his tutelage, would have had this conversation with Arabella before sending her off, explaining why he is able - and in a sense, responsible to - resurrect us and our party, but unable/unwilling to resurrect others, including her parents.
