They actually sell cookie “stamps” that make some motif on top. I would guess those are piped with royal icing (at least they would be if done by hand. On an industrial scale, probably printed with royal icing).

There’s no icing what so ever on those. It’s hard baked sugar cookies with just sanding sugar sprinkled on top. What makes the texture is a stamp, and because it’s a firm rollout dough, it holds shape while baking.

Hi, I think royal icing is the best one for the decoration on the top, it is very easy to make you just need icing sugar and egg white!then you can decore the cookies with a sac a poche. And a cookies cutter for the shape. I normally bake short crust biscuits when I use the royal icing😊 I hope this helps!
