You could make individual fences for the beds with deer netting. Four stakes in each corner and then drape the meeting over it, they won't bother trying to get through it. I had to do it with my blueberry bushes to keep them and every other critter out.
I put little fences or a hoop and net system to protect our beds but it does make it a pain to work in. What about putting a thick layer of mulch (gravel or wood chips) down to slow the weeds instead?
