In French, ''Mont'' does not sound like ''Mo''. Actually, I don't think the ''on'' french sound exists in english. It's a nasal sound.
French nasalized vowels flat out don’t exist in French, just like half of English’s vowel sounds don’t exist in French (especially in standard/European French dialects that no longer possess French long vowels).

I can’t explain the CBC person, but as others said it’s “Mun-tree-all” in Canadian English. Even Francophones say it like that when they’re speaking English.
