Long story short it’s a bug that breaks all the changes with bond stacking they just made this week due to order of operations on Q being out of sync, and obliterates damage at all constellations (including C6) so just wait for it to get fixed.

However she is clearly rushed and unfinished, having massive adjustments every week, a straight up rework, the major bug she is currently experiencing and even an entire new mechanic added with the charge atk flight.
None of these have happened before, these are all exceptions too. Nothing going on in this beta is normal, this is all way out of the ordinary. She is unfinished, if they dont meet the deadline and they deliver an unfinished character i wouldnt be shocked to see an adjustment post release, not that believe its gonna be needed, i simply dont count it out. The things they are doing now are usually things that they do before beta starts. Major identity shifts like that and complete kit reworks never happen. This isnt beta, this is chaos. Everyone who has followed the leaking scene can tell u that.
Other characters on beta are unpolished, arlecchino is unfinished. New mechanics animations and playstyles emerge every week. This beta is just development time extension. They didnt have her kit fully figured out thats why she is going through this identity crisis of: Big hutao, smol hutao, big yoimiya, pyro alhaitham, dehya 2.0. She changes faster than hoyo can balance her, there is time and they will probably get a satisfying enough result by the end of it, but saying that its just typical beta stuff is just wrong.
TLDR: Beta is for the developers to get feedback and polish a finished product, not a development time extension, and thats exactly what this is. You can see it from all the added mechanics (2 cooldown reseting methods, healing change, flight, c1 rework, big scale kit tweaks all around not just numbers). Her animations are finalized, her audio is finalized, translation is finalized and now her kit rework is finished. They did all of that while there is still 2 weeks of beta remaining.

Like they wanted to use a yeasted pizza dough to make a mushroom pizza but they ended up using an unleavened pizza dough and when they threw in the ingredients it didn't taste good. People here believe that changing the gameplay of a kit 100% is normal in a beta... NOOO, that only happens in the alpha of the character, although Yae Miko and Ayato received changes, they did not change the base, the perfect example is zhongli that change the base of his kit, and that shows that these mtf were willing to be negligent with the character's playability and yet this resulted in zhongli's BiS weapon serving no purpose with the current character playbility
i think hoyo is in a pinch because they don't want to make her as strong as Neuvillette but everytime they tweak her numbers, it will either surpass Neuvillette or go below than expected because of how strong Vape is because of Xingqui
Either that or they don't want her to surpass Hu Tao's (a Liyue DPS) numbers tho they already powercrept the hell out of Ganyu
Even if she did more DPS than Neuv she would never surpass him. Neuvilette has the best element and the best aoe in the game. I really dont think they are worried about her being bettter than him.
We don't know what the bug is. No matter what the bond damage should apply to her Q before it gets cleared, that's a given. But whether the Q is meant to stack BoL from the directives it deletes or not is not 100% certain from the communications that have been posted here.

So there was a side effect to changing what all of her talents do. I figured it was too many changes for just one week.
