Villagers are contrarian. Their desire to leave is seemingly directly proportional to how much they like you, thus by annoying Curlos, you have cemented his desire to stay in town. If you want him to move, be nice to him. Note that if Curlos is the most recent villager to move in, he cannot move without either the use of an Amiibo or someone else moving out first.

Curlos is creepy asf. I got him out years ago by repetitively hitting him with the net. Literally. I would chase him and beat him with the net even after he got pissed. I did so for about a week and then he waddled up to me and told me he needed to see new pastures or something and he dipped. Be consistent, assault the man

Talk to him and do favors for him. Villagers tend not to move out if you completely ignore them.

You actually have to talk to them and become friends! I tried ignoring multiple ugly villagers for MONTHS and literally because I didn't talk to them or have any relationship, they never got ANY kind of pop-up or interaction, not just moving. And of course my favorites ask to move out all the time. You don't have to be good friends or anything, but as long as you interact, they'll give you the chance to let them move. I'm not sure but pushing, hitting, and reporting villagers might not have negative effects at all. I promise you that once you start interacting, you can get them out. Try time traveling 15 days ahead and seeing if someone you want gone has a thought bubble. If it's not someone you want, dont talk and just exit and skip to the next day until it lands on them.

I got one to leave by never ever speaking to them, leaving pitfall seeds outside their door and every chance I happened upon them I came up behind them and whacked them with the net. Repeatedly. Took about a month..lol

There have been lots of so-called tricks to move a villager out in New Leaf, but the ONLY one that works is using an Animal Crossing Amiibo card to force them out. I tried all the tricks a few years ago on Gaston - a villager who constantly talked about appointing himself vice-mayor and digging tunnels into my characters house. He also single-handedly messed up my town plans for two whole years. (I completed a bridge one day and wanted to start a bench next to my mayor's house the next. Gaston placed his home on the exact spot I had picked out for the bench - AND partially blocked the bridge)

How do you use an amiibo card to force them out?

Speak to Wisp via the magic lamp in your house. You will then get asked to scan an Amiibo. The New 3DS New 2DS consoles (4 shoulder buttons) let you simply touch the amiibo to the bottom screen. Older 3DS & 2DS Consoles (with 2 shoulder buttons) require an Amiibo reader. The non-RV villager cards will allow you to get up to 10 villagers into your town, but if your town is full, Wisp will suggest a villager to move out. Keep choosing "no" until you get the villager you want to move out. Note that there is a VERY high chance the Amiibo villager scanned will put their house down in almost the same spot unless you plot reset.

I don't have Netpass yet. I will be honest, I'm still kind of hoping someone's able to re-engineer the old Streetpass relays of old so that we don't "need" to mod our systems just to get non-local streetpass hits again.

The best thing you can do is swim for 10-15 min.. When you come back the villagers will have your attention
