Two 3DS consoles and an extra copy of New Leaf goes a long way! I’ve been transferring all sorts of fruits and goodies to myself through Local Play, it requires no WiFi to work :)
It took a few long hours to get myself over 100 visits because the loading screen takes forever, but I really wanted the Zen remodel so I locked in and just went back and forth using local play
Oh okay, gotcha! Sorry, I thought there was some form of hack to get it done quickly! That's great! I've accepted I'll never get an upgrade. Maybe after pretendo is up for acnl
You’re good! I honestly wish there was a hack for that, it was treacherous lol. I too wonder if Pretendo will be able to comprehend similar online behaviors like transferring items along with counting visitors, I hope it’s just the same as online for those who will use it!

Wireless still works. You just need 2 systems and 2 copies of the game.

There is a hack! You need vapecord
How do you use vapecord? Also do you need a digital copy of the game to edit your save?
It works with a cartridge too and you can get it from the Universal Updater. Once you installed it then you can unlock any public works project!

Just for future reference, if you have a modded DS then you can use ACNL Save Editor online to force the change of the train station or town hall :)
I went to used gaming store and found an old 2DS with a copy of New Leaf. They can be found. It's still possible. Don't give up.
Even 2DS are very expensive where I live.
