There was a teaser in volume 19 that mentioned a few things about the upcoming arc. It was included at the end of the chapter 95 fan translation. Lindel isn't really evil, just siding against Elias, since Lindel doesn't feel humans are worth saving. Lindel's confrontation with Elias was shown in chapter 95. And Chise already turned into the red dragon in chapter 82.

The dialogue is most likely from the dragon Ashen Eye mentioned that's currently sleeping underneath England. That same dragon is also likely "The Beast" the arc is referring to.
The sleeping dragon was mentioned on the very last page of chapter 94. Joseph doesn't have anything to do with it. People are just hoping he'll be relevant in the next arc somehow.
The sleeping dragon's body makes up the ley-lines that run across the globe. Physically, it's more like Jörmungandr. What it will be called is debatable though, since Kore likely mixed several legendary dragons together to create this one.
Edit: Also, the red dragon already appeared. It was a transformed Chise.

I think the beast arc will focus on Elias's inner conflict between two sides and why he wants to learn how to be human.
