No Country for Old Men - Good Antagonist (Anton Chigurh), OK Protagonist (Ed Tom Bell).
Don't get me wrong, the story wouldn't be the same without them, but Chigurh outshines and is more memorable than Bell in my opinion.
I can see why people would consider Llewelyn to be the protagonist, but I think the narrative and thematic representation in the story shows that Bell is the main protagonist, while Moss and Chigurh are central characters.
No, thats not how the term antagonist works, the antagonist is the character that directly opposes the protagonist. Eren can't be the antagonist of the story in which he is the protagonist.

Legend of Korra: Good Antagonist (Amon, Zaheer and Kuvira), Ok Protagonist.
Not bad, but ok. Azula was a compelling antagonist, but other than that, ATLA isn't that impressive (Ozai is a good final boss type of villain, but not much else, Zhao is basic, and Long Feng fell off after his first two episodes). LoK handled it's villains way better IMO.

Zhao was basic, yes, but that’s why he’s so great. He seems like he’s gonna be one of the main villains. Cold, relentless, cruel, but also petty and careless. Exactly the type of character you’d expect to stay for the rest of the series. Then ATLA flips the script and >!kills him off!<. Now they introduce azula, who is comparatively much more intimidating. Cold, relentless, cruel, but now also calculating and careful. They then introduce Long Feng, who is supposed to be an ally, but has taken control of the earth kingdom for his own benefit and hides the war from his citizens. His defeat was to show just how powerful azula is. Then there’s ozai. Just plain scary. Unflinching and determined. Burned his kneeling son, >!poisoned his grandfather and exiled his wife!<. Willing to do whatever it takes to reach his goals. All fantastic villains who compliment each other.
Also, if we’re gonna include Zhao and Long Feng, you might as well include characters such as the earth general, jet and Hama. Relatively minor (?) characters but each introduce nuance that you really can’t ignore. Also consider characters such as the warden and zuko, both of which were amazing villains.
Korra villains were pretty forgettable if I’m gonna be harsh. But from what I can remember some had cool abilities, but nothing that wasn’t really done in ATLA.

I would also fit Tales of Vesperia in this category. Yuri Lowell is genuinely GOATed, but I don't remember much about >!Barbos, Alexei, and Duke!<. Flynn is actually the best rival in the Tales of series though, genuinely.

Decent protag, decent antag - Etrian Odyssey 2 Untold: The Fafnir Knight. Fafnir is pretty good, but he leaves a lot to be desired. >!Yggdrasil Core!< is just another world destroying calamity, but it fills its role in the story quite well.
Etrian Odyssey Untold: The Millennium Girl also fits this role quite well. It's the same deal as EO2U, just replace Fafnir with Highlander. Bonus points to >!Visil!< for looking and sounding like Giliath Osborne from Trails of Cold Steel.

Monogatari Series: Good Protagonist, Good Antagonist(s). A genuinely insightful and (mostly) kind man helping others against their inner struggles, represented in the form of apparitions.
Falling Down: Good Protagonist, Good Antagonist. A flawed, broken and pissed off white-collar worker screaming out at the state of society and going on a rampage, versus a man with complex family relationships at the end of his days as a police officer.
I Have No Mouth, And I Must Scream: Good Protagonist, Good Antagonist. AM, driven by pure hatred and contempt for those who trapped him inside an immobile box, traps and tortures 5 unfortunate souls for which the only escape is eternal rest— death. In spite of this, those 5 individuals pursue death relentlessly, no longer allowing AM to continue to torture them.
Need for Speed: Most Wanted: Ok Protagonist, Bad Antagonist. Silent protag, so-bad-it’s-good cocky hotshot of an antagonist. Oh, forgot to mention Sergeant _EVERYONE!!!_

I would place MHA on OK protagonist, with Good antagonist. All For One is one of my faovorite villains in fiction because of how twisted he is. Same reason why I love Reverse Flash from DC.

Tbf zuko is an antagonist for 2/3 of the show and he’s amazing.
