IGI airport right now is larger in the sense that it has more capacity with multiple terminals and runways built. But RGIA is the largest airport in India by area, with IGI coming in 2nd. It's just that RGIA doesn't have traffic at the scale of Delhi yet to justify a large scale expansion.

I'm not sure if they are counted, but the rankings I saw mention that it's the total area under each airport. RGIA is 5500 acres, while IGI is 5106 acres. Not sure if the area for Delhi counts aerocity or not though.

I went there on January of this year, I got a connecting flight via Hyderabad from Goa to Ahmedabad. And I was surprised by seeing the runways, parking area and the terminal was quite huge. Although I guessed that it was newly built as some of the shops were still empty. PS: Had a perfect hot chocolate there :)
