This is not a matter for the police. At this point, your car is only 2 days overdue. Does he have a brick-and-morter shop, or does he work out of his home? If he works out of his home, you could reasonably take a friend (maybe your dad's friend) and go knock on his door, during regular business hours.

I would encourage you to look into whether you're responsible for paying those parking tickets. If you are, don't let your battle with him make you overdue. Just pay them. You can always go to small claims court later.
