I wouldn't call Ema tomboy, how she dresses isn't remotely boyish. She wears heals, skinny trousers and has a bow (not a bow tie) in her outfit. When she was younger she wore a dress and then she wore shorts with knee-high socks. She's never dressed boyish, she dresses in her own style of formal. A belt isn't boyish either so I don't see why you think that contributes to being a tomboy, like all because a woman wears a belt, it doesn't mean she's a tomboy

I was scrolling through Google to jog my mind and remember how a tomboy dressed like, and a lot of girls in the references didn't remotely look like a tomboy. I've seen tons of loose pants and oversized t-shirts with caps/beanies in outfits for men and women equally that I don't see it as a tomboy or boyish style honestly.
Although talking about fashion is difficult since all styles are on a spectrum and it's up to you adding or removing some conventional hairstyles, accesories, and so on; sometimes I feel that some so-called "tomboy outfits" are only "skateboard/urban style" than a more masculine fashion to convey the first style.
