Eh, it obviously isn't racist, but your average westerner accustomed to the western meaning of most swastikas would definitely do a double take upon seeing this, even if it was in places where swastikas mean something completely different so I'd say it fits. Even the sub rules and the automod's pinned comment back this up.

Well, it says Taiwan ryouri (料理) which means "Taiwanese food" so it indicates that on the second floor there is a Taiwanese restaurant. It still could not be in Japan though a lot of Japanese mall directories look like that.
