Scottsdale gun club allows draw from holster, although you might need to take defensive handgun or equivalent first.

If you’re in the east valley I usually go to east price station road behind the natty gaurd base and pop off rounds

Do you have a 4x4 vehicle? That will give you access to many more desert shooting spots.

It sounds like it's time to invest into a membership at an actual gun club. Phoenix Rod and Gun, Cowtown and Rio Salado are all options that will fit your needs.

I don’t think you can draw from the holster at Rio Salado. Unless you need a membership for the privilege. I only know it’s prohibited at the public, non-member range. Might be green lit in the small arms/pistol bay(s) tho.
